In 1905, Japan and Russia fought over spheres of influence in Northeast China. The Qing dynasty could only remain neutral and observe helplessly. Russia suffered setbacks, and the war reached a stalemate. Roosevelt invited representatives of Japan and Russia to peace talks in Portsmouth, New Hampshire. Through a combination of persuasion and pressure, he brought the two sides to sign the Treaty of Portsmouth. As a result, Roosevelt was awarded the 1906 Nobel Peace Prize. Later, he also arbitrated the division of influence between Germany and France in Morocco, preventing another war.
The Great White Fleet Circles the Globe, Displaying American Power
In 1907, Roosevelt dispatched 16 of the most advanced warships to form a fleet that sailed around the world for more than a year, demonstrating to the world that the United States was capable of stepping onto the global stage. When the fleet stopped in Japan, it had a subtle impact, encouraging Japan to exercise restraint after its victory in the Russo-Japanese War. Roosevelt skillfully showcased American naval power, winning respect for the United States among the great powers.
